There is nothing to setup until you have a harddrive and memory.

"Nothing Happens"?  Does it make a sound?  Does the monitor show any 
response?  Does the power light come on?  Can you hear the fans?


With no RAM you should hear something.


Try doing a PRAM reset.  After turning it on hold down the 
Command-Option-P-R keys.  It's possible the volume is turned down to 0 
so you won't hear the no RAM error sound.
