No startup chime is ominous, and not right. You should reset the NVRAM  
by booting into Open Firmware using the Cmd-Opt-O-F keys at startup  
and then using these commands:

set-defaults<Return>
reset-all<Return>

where <Return> means hit the Return key. You should see a reply of  
"ok" to the first command, and get a restart (with chime) to the  
second command. If this doesn't get you the chime, you might reseat  
the ROM module. I've had Macs be flakey with poor contacts on the ROM  
module.

Your freeze/hang problem sounds more like a RAM problem. I'd pull the  
modules and perhaps clean the contacts (you can use a pencil eraser on  
the module contacts) and reseat them. OS X is picky about RAM, and  
some RAM is older Macs doesn't cut it.

I'd also consider a larger HD, 6 GB is literally 100% full for 10.4  
Tiger with nothing added. Remember Tiger needs 4 GB FREESPACE minimum  
for swap & temporary file usage. Larger HDs are cheap enough.
