What exactly do you mean by Safe boot? Where the extensions are disabled? The only thing I could think is that you might have a short in the keyboard, which makes it think the shift key is being held down. You might try unplugging the keyboard (I don't know how easy it is?) Another thing you might try is reinstalling the OS (OS's?) on it.
