How are you going to print it?
Really, it looks like a pretty easy design to recreate.
Scan it at a high resolution, say 600 ppi. Then stick it into Photoshop or Illustrator. You can play with the handy tools or just get out the trusty old pen tool.

Hello All,

I have an old U S Army patch that I would like to print on t-shirts for our small group. How do I convert a picture, scan of a cloth patch into a strictly digitized image with smooth likes and such like this.

Thanks for the help and sorry about the images but it was easier to show you exactly what I needed!!
