You are probably on a user account which doesn't have administrator
privileges. You need to be an administrator to do those things. If
there is an administrator account, try to use it (you probably will need
to know the password that goes with it). If that doesn't work, consider
installing a new system where you can set yourself as administrator and
use system preferences to change things.
