You need to check the 'This user can administer this computer' box checked in 
the Accounts pane. However it will ask for an administrator's password.

However, it's VASTLY simpler (since it came with no software) just re-install 
OSX erasing the disk.

I ALWAYS do this for 'new' used computers...starting from a clean slate vastly 
simplifies any troubleshooting.
