IIRC, the Apple Hardware Test for those eMacs (I have a 1 MHz machine, but not running at the moment) and with most OS X versions, was on a separate CD from the OS CD, and was not used in the manner you described (booting into open firmware startup choice mode).

It was used by restarting the machine with the AHT CD in the drive bay while holding down the C key. The AHT CD had its own OS which started the machine in a very basic mode and ran the hardware tests.

You should also disconnect all non-apple peripherals or cards while doing the test.

Don't recall if you said you had zapped PRAM and VRAM, but you don't need to do those to start the SHT CD and run it.
