You haven't verified that the video card is working. Pull the video card and inspect the capacitors to see if any are popped? If there are popped capacitors the card is dead. If the card smells like burned electronic resin the card is probably dead. If not, reseat the card and see if reseating the card fixes it?

If your G4 can handle a x8 AGP card (perhaps requiring the taping of pins 3 & 11?) you can possibly check the video card function in the G4.
