The PATH of the user used by Apache is not the same as yours, and so /usr/bin/env cannot find gbr2 when run by Apache. I guess that gbr2 is installed in /usr/local/bin on your system. If it is the case, install it in /usr/bin. If it is not the case, i.e. if gbr2 is already in /usr/bin, then I don't understand what happens.
