I think--no I know that the game could be both.  Think about some of the 
games you played when you were sighted--think about the oiled computers and 
their crappy graphics and simple resources, and how complex the games were 
way back then.  I know a at least a few games where that was the rule--both 
strategy and shooting in the same game.  It switched back and forth--you'd 
prepare the scenario and then go into blow -em up mode.
