Ivan is not distributing anything at this stage, so a cease and desist letter isn't really the way forward. If he releases something and the code can be proven to be Liam's then he's committing a crime and it's time to take legal action. In the meantime, copying someone's ideas is not a crime and if he's using Liam's code as a way of demonstrating and testing some sound files with the intention of writing his own code (or licensing Liam's code) then he's not technically done anything wrong. He hasn't got a website and isn't distributing anything so I think it's a bit too early to involve the lawyers.
