You have to wait until Snack Stands are unlocked. The Board usually send me the e-mail stating I can build them in the first 10 weeks usually depending on how fast or slow I build up the park and how the visitor numbers and profit is doing . One quick tid bit. Try to get your profit as high as you can because one case of food poisoning with your park shut down for a week will be the end of the park if you don't have enough profit. If that happens within I would say the first 10 weeks, the park is done for I have found. Jordan
