Yes they do, actually. You just have to pay attention. If it said something like thrice along a serpent's spine, that would mean you would set the serpent dial to three. The item in that chest isn't necessary to completing the quest but it is a good item to have if your character has any skill with magic, since it increases your Nevernal Reserve. I usually rab it and then hold ont o it until such time as I see a situation where magic is going to be more of a help than weaponry.
