39 is usually the number you get for rolling a twenty unless the enemy itself is really tough. Lord Delgroth in the Cave of Four Spirits is an example, or perhaps some of Daidrur's later elementals. There's nothing I hate more than rolling a twenty and only hitting for a lousy ten damage, especially when the enemy's only slightly wounded and you're down to your last few stamina.
