Hi Dark, More or less. The major difference between the two is Accessible Star Fight had an online pvp mode and a chat program you could use. It was a novel idea for the time, but is based on DirectPlay 8 which was discontinued quite a long time ago. I'm not even sure if it comes with Vista and Windows 7 although it might be there simply as legacy support for DirectX 8 applications. I do know it disappeared from the DirectX SDK four maybe five years ago. Anyway, Star Fight had that feature, used prerecorded files of Eloquence, where Jim's Starship Battleship game uses Sapi 5 instead. So other than those differences the are basically one and the same game as far as game play goes.
