Well as to why it's not being played, it's because the map file for that level was being placed in a different directory from the rest of them. You can correct this by going into your Application Data folder (in Vista it's simply Ap Data), which is usually in the Users folder under your name. Then I believe it's either Local or Roaming. Look for a Monkey Business folder in there and inside that folder is the Oldwest.map file. Copy or cut and paste it into c:\program files\draconis entertainment\monkey business and you'll have fixed the problem. Just note that if you lose all your lives during the Wild West level or quit the game on that level, if you resume your saved game without first exiting all the way out of the game you'll warp to the Surf N' Turf level. But if you exit the game completely first and then start the game up and reload the save, you'll be back in Wild West. Now to access the Ap Data you'll need to go into I believe folder options and turn on the option to show hidden files and folders. As to why this file is being improperly copied they haven't figured out.

Yes, Draconis Entertainment is still in business, but they are
currently in the process of converting all their games to C++, and
using a new game engine they are writing from scratch.
As far as Monkey Business goes it hasn't been updated in quite some
time.  However, I am given to understand it is on the todo list once
Draconis Entertainment finishes work on their new C++ game engine, and
then they will create an all new cross-platform version for Mac and
Windows.
