Hi Michael, What you need is called Managed DirectX 9.0C. Basically, when Microsoft created DirectX 9.0 they created two separate components. One is the standard C/C++ libraries that ships with Windows by default, and the other is Managed DirectX which were DirectX libraries for Visual Basic.NET and C#.NET. To install it make sure you have Microsoft's .NET Framework installed, and go to http://www.microsoft.com/directx and get the web setup. It will plug and play the missing components and install Managed DirectX if it is missing.
