Unnecessary sarcasm aside, last I knew it wasn't available from anywhere other than the UK App Store Charles. There was a workaround that allowed you to grab free apps from other localisations of the App Store discussed in the AppleVis forum a while back, not sure whether that loophole has been patched yet though.
