+1 for a cleanup job being submitted if the migrate fails.
Perhaps we can also mark the instance so that it doesn't start until
cleaned up, upon such failure (maybe mark it as disabled? although perhaps
that would conflict with admins explicitly disabling it, so we have to find
a better way, eg. using the reason trail).
