1) oh, I didn't mean just for this breakage; I was thinking in general
a "broken - needs attention" state.
2) yes, agreed, that's what I meant by "it won't be easy".
You're right that annotating the disabled state is better, but ideally the
annotation would be a proper type (as opposed to free-form string), so that
monitoring can take action on it.
