What steps will reproduce the problem?
1. Configure Ganeti with split users
2. Create a new cluster
What is the expected output? What do you see instead?
The cluster doesn't work because the Luxi daemon doesn't start.
The problem is that both master and Luxi access the queue lock
(/var/lib/ganeti/queue/lock) and since they run as a different user, Luxi
can't get write access to the lock.
The proposed solution is to abandon the gnt-luxid user and let Luxi run as
gnt-masterd.
