Oh actually I have to correct myself here:

N+1 is actually a check if the nodes can accomodate all instances of one failing node. In case of your two-node cluster it means that for each node, it checks if it could handle taking over all nodes that run on the other node.

Your cluster verify output tells me that it indeed checked this for both of your nodes, which is how it is intended to work. I'll close the bug then. If you disagree, please reopen an comment on it.
