When using cluster tag htools:iextags, there's no way to be warned when two
instances share the same node. gnt-cluster verify does not raise a warning.
hbal appropriately increases the score of the cluster if they are on the
same node, but does not attempt to rectify the situation.
Preferred behavior would be for gnt-cluster verify to warn (not error) that
a node has > 1 instances that share an exclusion tag, and also for hbal to
attempt to limit having > 1 instances with a given tag per node
