Note that since hbal is trying to minimize the
cluster score, the increased score will make hbal
try to move the instances to different nodes; hbal
also will never create new exclusion tag violations
(unless --ignore-soft-errors is given).
So unless harder constraints (instances running on
offline nodes, no memory/disk/cpu left on nodes
the instance could move to) prevent it, hbal will
actually act upon exclusion tag violations.
