This commit, which I believe fixes the issue, will be part of
Ganeti 2.12.3. I quoted it in full, so whoever wants to upgrade
before Ganeti 2.12.3 gets released/into their favorite distribution
can locally patch their cfgupgrade for the upgrade process.
Also note that cfgupgrade is idemportent, so if someone already run
into this issue, a locally patched cfgupgrade can be used to repair it.
