Note: if a configuration is already wrongly upgraded to 2.12, running
a fixed cfgupgrade won't fix it (but not do any harm either). Still,
as Ganeti cannot start with such a broken configuration, no new config
changes can have happened, so taking a copy of the configuration from
backup make before the upgrade and running a fixed cfgupgrade solves
the problem.
