New issue 1143 by [email protected]: gnt-cluster modify should allow you to
change the --no-ssh-init option

As it stands, you can only initialize a new cluster with --no-ssh-init, but
if you have already initialized the cluster, you cannot do gnt-cluster
modify to change this parameter.
You can do it a hackish way by stopping ganeti, modifying config.data to
change modify_ssh_setup:true to false, then bump the config and cluster
serial numbers, then start ganeti and gnt-cluster redist-conf...
