If ganeti-maintd is no where in the whole system, then this
is a bug in your packaging. Note that ganeti-maintd is new
in Ganeti 2.17, so probably the packaging mechanism has to
be updated (note that nowadays it is not uncommon to explicitly
specify which files from DESTDIR are to be copied into which
binary package; so if new files are to be installed they often
have to be mentioned in the files list).
I did verify that standard configure; make; make install from
the official sources does install ganeti-maintd to the expected place.
