The behavior is strange, yes (and I even going to discuss whether it should
be like this ). But it's correct.
That's because the only goal of kvmd is to detect whether an instance is
disabled by a user or by an administrator. As the
option "enable_user_shutdown" is *false* by default, there is no reason to
run kvmd.

But I agree, it's better to change the behavior. I'll probably fix it soon.
