We don't have any policy spelled out, but basically I've been trying
to recruit active participants to join the ranks of having SVN access.
 Basically I try to review patches that said user have submitted and
if he/she consistently provides good patches then I would recommend
that they be granted access.

Regarding why Matthias didn't already have rights, well, up until
recently he hasn't submitted any patches, mostly just active
participations :-)
