Bernard,
     I think we can go ahead and release the 3.1.0 tarball as the official 
3.1.0 Ganglia release.  We should be able to use the text from this 
announcement to write up an official announcement of the release.  What do you 
think?  If you want to work on the announcement together, we can do it over 
#ganglia IRC or the mailing list.
