Hi Bernd, yeah, you need the *-devel packages if you want to compile. Sometimes confusing...
As for the init scripts, Bernard Li will take care of it. Apparently something changed from the time when the SuSE scripts were written. One of the reasons I personally like the "other big distribution" more. It has been stable in this regard for many releases now.
