I think people have thrown ideas into the ring and what they want to do. Now,
newbies interested in working on them should contact the right person and ask
them how can they help them. 

Gardeners is a place where people can lobby/advertise their projects, and for
the newbies to find out about projects which the cl-gardeners think are
interesting and worth helping. 

Which project does someone decides to contribute is something which should be
left to the volunteer, and should not be decided by cl-gardeners.
