Personally, I don't like forums much (mainly because many of them are
not that 'friendly' to users like myself which use screen
readers). However, I can see the rationale and possible benefits to
establishing forums. 

My suggestion would be to keep the mailing list for the time being,
but as topic specific projects get up and running, then move that
topic/discussion to a forum. the mailing list can then be the
'general' discussion area and a place to seek contributors when
attempting to initiate a new project etc. In the longer term, if we
are lucky, maybe a general forum will be warranted and we can retire
th emailing list and move to a forum based setup - but be warned, if
the software selected for the forum is heavily graphics based with
poor labeling or requiring things that don't work well with screen
readers, I will moan and bitch loudly until I'm heard or fees are
collected for a hit ;-)
