Three different things are being held up awaiting Oracle Legal
Review:
  * The new (and possibly final) Bylaws draft
  * A response by us (the GB) to feedback on V7
  * Revisions to the Contributor Agreement.

We (instigated by me) decided that we can't keep producing
documents and making follow-on decisions until at least
the bylaws draft is cleared for final community review and
ratification. I don't know of a better plan.

Once these documents are cleared, we shouldn't be
dependent on Oracle Legal review, but the minutes at
least show why everything is running about 4 months behind
initial estimates.
