Actually, I think there's a bug somewhere in the logic that handles the
warnings. I've seen the same behavior on our system and simply ignored it,
since I know it's wrong.

In our case, it seems that the conf check is looking for a specific (by
port? IP? both? unknown...) RA filter, and when one is not found it
generates a warning. However, we have a couple of trusted IP ranges (IT
personnel static home DSL lines) which have blanket accept all filters.
The tunnels in question are intended for use by these ranges, so there is
indeed a filter for said tunnels, albeit a non-specific one. It all works
just fine, so I've generally just ignored the warnings.
