My guess would be that an intermediate router between you and the ISP has port 135 blocked because of the blaster worm. That was the quickest way to keep it from spreading. The other quick fix was blocking TFTP(69). You might want to try to set up a temp TFTP server and see if you can get to that. If not, looks like a blaster defense.
