Based on what I have seen in the industry, both may be needed. FYI: H.323 is used for VOIP and Video Conferencing.
I strongly suggest using a separate feed and firewall. That way someone will not be able to simply exploit vulnerabilities in the phone switch to crack your network! I have actual data on this happening at another site, one managed by a friend.
