Indeed I think that is a duplicate of pr71544. This here is definitely from the
discussion on c.l.f. starting on June 6, 2016 under the title "Possible
gfortran compiler optimization bug when dealing with c-style pointers", and the
code in pr71544 is identical to the one posted there. The upshot of the
discussion to me looks like that there was disagreement between Steve Kargl and
Richard Maine whether the code is standard-conforming or not. I think, this is
still not resolved.
