I changed gcc/Makefile by
sed -i 's/^ZSTD_LIB[ ]*=.*$/ZSTD_LIB = -lzstd/' gcc/Makefile

and continued
............

now I have undefined libintl in c++tools directory
./libstdc++-v3/src/c++11/functexcept.cc:70: неопределённая ссылка на
«libintl_gettext»
