When bootstrapping, we don't need to build libcody in stage1, as stage2 doesn't
use modules at all.

I'd noticed this a while ago when trying to speed up quick bisect builds but it
came up again on IRC in the context of making older host compilers work (which
I'm not interested in and it was older than the supported baseline).

I haven't looked to see if we have any machinery to let us do this, it might
not be worth it.
