Previously I posted one patch for TARGET_P10_VECTOR
https://gcc.gnu.org/pipermail/gcc-patches/2024-August/659973.html, as the
discussion of that thread, we want to split it as TARGET_P{8,9,10}_VECTOR into
TARGET_P{8,9,10}_ALTIVEC and TARGET_P{8,9,10}_VSX.
