libgo's sync/atomic has been reported to fail for a long time on arm, and I
have bisected this to commit g:8a8a7d332d5d01db5aea7336a36d9fd71a679fb1

I reproduced this by building a native compiler on a Ubuntu-20.04
arm-linux-gnueabihf machine.
