Proposed fix v2

Here is a proposed fix, which changes the return type from libc.lseek from
csizet to cofft.  The SYSTEM module now exports cofft and all bootstrap tools
have been rebuilt.  The patch also adds a new option -fm2-file-offset-bits= to
override the default cofft 64 bit declaration.
