As mentioned in PR118689, the modula 2 FER should build __builtin_c{t,z}{,l,ll}
builtins, as the middle-end is using those e.g. in the niters analysis.
gcc/m2/gm2-gcc/m2builtins.cc says
/* Entries are added by examining gcc/builtins.def and copying those
functions which can be applied to Modula-2. */
and manually copies some builtins, but not these.
