Initial patch for builtin_sh_fsca
This is an initial patch to add __builtin_sh_fsca.
It needs the vectors enabled (abi breaking/extending), as it returns 2-float
vector. Vector to vector mov also needed to be implemented (partial; won't work
from/to memory as is in the patch).
The following test code

produces
