Similar changes were done to std::uninitialized_copy etc. as part of
r15-4473-g3abe751ea86e34, but in that case we had to keep the class templates
for C++98 mode.
The __uninitialized_default and __uninitialized_default_novalue algos only
exist for C++11 and later, so that's not an issue here.
