Another test:
```
struct B { const int *p; };
struct C { const B &b; };
static int y;
constexpr C c1 = { B { &y } };
static_assert (c1.b.p == &y);
```
clang++ accepts it.
In set_up_extended_ref_temp type=B but it should be const B
([dcl.init.ref]/5.3). So we don't mark _ZGRL2c1_ constexpr.
