[lto] Mainline merge at rev 149625

Tested on x86_64.  Needed a bit of tweaking due to the removal of %J
from mainline.

        * configure.ac (ACX_PKGVERSION): Update revision merge string.
        * configure: Regenerate.

        * lto-symtab.c (lto_symtab_compatible): Replace uses of
        %J in calls to error with calls to error_at and a
        specific location.
