I've updated all the bits for package generation, but ran into a variety
of fun RiscPkg issues, which just tell me packaging on RISC OS still
needs lots more work.  In the meantime, I think it'll be ok for this
release, although at present the test packages I made for the C and C++
compiler are apparently mutually exclusive to !RiscPkg.

Anyway, I've updated various parts of the wiki (as always, further
improvement is possible).  The download location will be here:

http://www.riscos.info/downloads/packages/arm/Develop/gcc/

The packages there are the test ones I mentioned, and should be treated
as such.  John will update with the official ones when the final release
is finished.  This will be symlinked to from the traditional release
directory:

http://www.riscos.info/downloads/gccsdk/

i.e, the "testing" directory, just in case people go looking for it
there.   This will all be installable via RiscPkg and the
instructions here:

http://www.riscos.info/index.php/GCC_for_RISC_OS

One issue with the zip files right now is that the native tools we
are creating are dynamic ELF, which is probably not ideal given
the only superficially tested of shared libraries, and to no
immediate advantage.  I don't know where in the build this needs
to be fixed up.  Once this is done, I will need to recheck the
packages.  We are running a bit short of time before Xmas, so
I don't know if it'll all be done before then.
